As part of the United States General Services Administration (GSA) Design Excellence Program, the First Impressions Program extends the GSA’s commitment to design excellence with a focus on redesigning/renovating lobbies, entries, and plazas in existing Federal occupied buildings. First Impressions is able to create lively, attractive spaces that welcome visitors while maintaining safe, quality workplaces for federal employees, shaping the public’s “First Impression” of the federal government. Pfau Long Architecture was one of four architects selected by the GSA to provide conceptual design services under the First Impressions Program.

The conceptual study proposes simple modifications, which will enhance and blend with the early post-modern design of the existing Thomas S. Foley building constructed in 1967:


Improvements to Horan Plaza with new site furnishings, seating and redesigned tree planters which improve sight lines

A bold and simple new entry canopy and storefront facade create an open and welcoming building entrance

Redesign of security stations to create a safe and secure layout that also improves queuing and circulation.

Removal of clutter/out of place furnishings with reorganized lobby seating areas that contain new furniture, display cases and lighting

A new signage program introduces clear and consistent wayfinding along with new LCD monitor information displays
